A condolence meeting was held today on 27-05-2017 at 12.00 Hrs at APHQ to mourn the sad demise of Shri Kanwarpal Singh Gill, IPS, (Retd.), a Padma Shri awardee and former Director General of Police, Punjab and CRPF who breathed his last at Sir Ganga Ram Hospital, New Delhi on 26-05-2017 at 2.55 P.M due to cardiac arrhythmia.

Shri Kanwarpal Singh Gill, IPS, (Retd.) was an Assam - Meghalaya Cadre officer of 1957 Batch.

The Director General of Police, Assam and a number of senior officers ,both retired and serving as well as members of other ranks of Assam Police attended the meeting.

Guwahati, 22nd May- Director General of Police, Assam, Mukesh Sahay today inaugurated a Skill Development Programme(SDP) of Assam Police Radio Organization (APRO) accredited By Department of Electronics and Communication Technology, Guwahati University at APRO Training School, Jalukbari.

In his inaugural speech, Mukesh Sahay commended the role initiated by APRO on the Skill Development programme. He said that APRO is the technical face of Assam Police and APRO has been trying to extend its capability of skill to the people of Assam. He lauded the approach and initiative of APRO and cited that collaboration with Academic institutes is the most important aspect in skill development. He advised the participants to struggle towards acquiring skill and stated that it gives self respect and self sufficiency. Without self respect and self sufficiency nobody can earn skill, Sahay said.

R. Chandranathan, Addl. Director General of Police(Commn.), Assam in his introductory address spoke on the objective of the programme, keeping in view on the State Government’s newly laid policy on Skill Development, the training programmes have been specifically designed and crafted with a view to impart operating and maintenance skills in the identified areas. Which will not only empower the trainees most of whom come from low socio-economic and educational backgrounds but will also enhance their employment prospects in the near future and will also make quality improvement of Assam Police force too in terms of keeping pace with advances in technology. He also highlighted on the Other Continuous Education Programmes going on at APRO Training School ie. Students Internship Programmes (Technical) in respect of students of Department of Electronics & Communication Engineering (ECE), Gauhati University Institute of Science and Technology (GUIST) and MSc. 4th semester students of Department of Instrumentation & University Science Instrumentation Centre (USIC), Gauhati University. He also stated about starting of Summer Internship for 2nd Semester students of the Deptt. of Communication & Journalism, Gauhati University from 1st June 2017 to help them acquire industry based IT skills is on the anvil as well as process is on for collaborating with IIT Bombay on Continuing Education & Quality Improvement Programmes (CE & QIP) unit for initiating short courses on leveraging technology in crime prevention and detection, maintenance of Law & Order for officers of the Assam Police. A power point presentation was also given on the matter.

Prof. (Dr.) Tulsi Bezbaruah, HoD, Deptt. of Electronics and Communication Technology, Gauhati University as Guest of Honour stated that in the year 1993 Department of Electronics was started by Govt. of India. In 2012, MSc. in Micro Electronics and Advance Communication under UGC innovative programme was also inducted. Prof. (Dr.) Bezbaruah, mentioned that acquiring academic knowledge is not sufficient. On the other hand he admitted that lab practices has been found to be not sufficient during school or colleges. So, SDP like programmes which are hands on training in nature will fulfill the problem. This is a platform to provide knowledge for future job. In this regard best practice will also be provided by Gauhati University along with various courses and guidance.

The inauguration of SDP was done by lighting the lamp by the Chief Guest and other dignitaries of the dias. A presentation on the initiative taken by APRO for the Skill Development Programme was given by Prasanta Saikia, Supdt. of Police (Commn) Training. Dr. Umesh Barman, Director of Police(Commn) Assam, offered the vote of thanks.

One Abdul Majid (UB Constable of Bhangagarh PS), s/o Lt. Mazu Seikh, PS- Mangaldoi, Dist-Darrang is arrested and forwarded to Judicial custody in connection with Bhangagarh PS Case No.288/16 U/S 384/325/506 IPC. The constable is arrested for extortion of Rs. 10,000/- (ten thousand) and demanding more money from one girl. The girl’s family has given a complaint before Commissioner of Police, Guwahati and after preliminary enquiry the allegation found correct and accordingly the case is registered and arrested the constable. Action is also being taken against another two constables of 11th APBN, Dergaon in connection with the case.

A state consultation meeting on HIV AIDS and Harm Reduction with Law Enforcement Agencies (LEAs) was conducted at Assam Police Headquarters, Ulubari, Guwahati. Around 70 higher officials from Assam Police, CRPF, BSF, ITBP, SSB and Prisons participated in the consultation meeting. Shri Manvendra Pratap Singh, IAS, Project Director, Assam State AIDS Control Society, welcomed the participants highlighting the aims and objectives for this high level consultation meeting. Shri T Kailash Ditya on behalf of National AIDS Control Organization presented the key note address to the senior officials on the HIV scenario in North East and the Role of LEA in Harm Reduction and Drug Use. Dr Goerge Bitra, Country Director, from Country Director of Family Health International 360 (FHI360) presented about Project Sunrise and Harm Reduction on Drug Use. Shri Mukesh Sahay, DGP, Assam Police, was the chief guest of the consultation meeting. He said that such training workshops require to be regularly conducted from time to time and especially at the time of recruitment where they are open to learning. Shri Hiren Nath, IPS, Commissioner of Police, City, Guwahati, appreciated the involvement of marginalized communities in the consultation and encouraged such dialogue to address areas of concerns like drugs and harm reduction, marginalized gender and sexuality, Supreme Court verdict on 3 rd gender, etc. Community Representatives from marginalized communities presented their plight with LEAs Group discussion by senior officials of LEAs was carried out on cases facing the LEAs posted in difficult terrains with respect to risk and vulnerability to HIV AIDS and on the other hand the harassment faced by marginalized population. Resolutions based on recommendation of group discussion were finalized after interaction in the presence of DGP, Assam Police to take forward the HIV AIDS and Harm Reduction programme with the LEAs and Prisons. The programme ended with the vote of thanks by Smt Rini Nath Borah from Assam State AIDS Control Society (ASACS).

Assam Police Yoga Team participated in the 56th All India Police Volleyball Cluster, 2016 (Volleyball, Basketball, Handball & Yoga) held at Visakhapatnam City, Andhra Pradesh from 28th November to 2nd December, 2016 and Constable Ashim Barua of 5th APBN, Sontila and Constable Dharmajyoti Kalita of PTC, Dergaon won 1(one) Silver Medal in the prestigious Artistic Pairs Yoga Competition.
