Assam Police in collaboration with North East Network (NEN) organised an Orientation Workshop on Gender, Violence against Women and New Laws for members (18 women & 19 men) belonging to Village Defence Parties from 10 districts of Assam namely, Baksa, Chirang, Darrang, Guwahati City, Kamrup, Kokrajhar, Morigaon, Nagaon, Nalbari and Udalguri.

It was a certificate programme for 2 days and was conducted from 22nd to 23rd September, 2015 at the premises of Don Bosco Reach Out, Ulubari, Guwahati. The workshop was inaugurated by Ms. Leena Doley, APS, Addl. SP and Senior Staff Officer, Village Defence Organisation, Assam, Guwahati. Resource Persons included Ms. Devyani Borkataki and Ms. Anurita Pathak of NEN, Ms. Nilanju Dutta - legal activist and Mr. Nabneet Mahanta, APS, Addl. SP (HQ), Kamrup. Sessions included building conceptual clarity on gender and understanding violence against women from a woman’s rights viewpoint. It included awareness generation on the new laws for women, namely,

Protection of Children from Sexual Offence Act (POCSO Act), 2012
Criminal Law (Amendment) Act, 2013
Assam Witch Hunting (Prohibition, Prevention and Protection) Act, 2015
Protection of Women from Domestic Violence Act, 2005
Human Trafficking - Laws and Schemes
Gaps and Challenges faced by VDP with respect to Handing Women’s Issues.

It was important to conduct a gender sensitisation workshop for members of the VDPs as they are a strong community policing force and assist the Police to prevent and detect crime apart from executing many other functions like aiding police in maintenance of law and order, responding to natural and manmade disasters, carrying out patrolling, welfare activities, awareness campaigns, election duty etc.

Crimes against women is on the rise in Assam. According to the National Crime Records Bureau, 17,449 cases were registered in Assam in 2013 against 13,544 cases in 2012. The vigilantes are easily accessible to communities and hence, they can promptly respond to women in difficult situations. Therefore, it was pertinent to train them on women’s issues related to violence and abuse.

(North East Network is a woman’s rights organisation working in Assam, Meghalaya and Nagaland. NEN has engaged with stakeholders which include the police, media, lawyers, youth and such others to promote and protect women’s rights.)
